Maybe I'm not really awake, but I don't understand the difference between "Grant viewing access to your channel stream and posts" and "Permit delivery of your channel stream and posts" in the individual access rights.

The first one controls whether or not a random person can see your public posts at all - and I don't believe this option can really be changed any more. If you block public access to your public content, everything breaks in weird but completely predictable ways; as we found with the number of people who changed it in RedMatrix and Hubzilla and complained that everything was broken. That's true, because the setting actually works. Federation of public posts breaks, feeds won't work. Posting to third-party services which display posts publicly doesn't work. Fetching posts from the API doesn't work. Basically, nobody can see your posts and comments.

If you want to control the visibility of your posts, make them private - which is what we have always recommended. We will no longer attempt to hide your public posts.

The second controls whether or not your server will expend time and energy to send somebody a copy of your posts, and allows you to create a "follow only" relationship with somebody.

I'm not seeing a setting with this label -- but I do see "Will send them your posts and conversations". Is that the same setting? (Or do I need stronger reading glasses?)
